CAPTAIN MICHAEL HUTCHENS
Joint Planning Support Element
Navy CAPT Michael Hutchens is responsible for a contingent of joint staff officers with expertise in intelligence support, knowledge management, operations, logistics, plans and public affairs.
CAPT Michael Hutchens entered naval service in 1987 by enlisting in the U.S. Navy upon graduation from high school. It was during initial nuclear power training that he received an appointment to the U.S. Naval Academy from which he graduated in 1992.
At sea, CAPT Hutchens commanded USS WINSTON S. CHURCHILL (DDG 81) from 2011-2012 and MCM Crew LEADER from 2005-2007. Additionally, he served as the Assistant Chief of Staff for Operations in Carrier Strike Group TWO, embarked on USS GEORGE H. W. BUSH (CVN 77) from 2012-2014. Additional sea duty assignments include Engineer Officer on USS O’BRIEN (DD 975) and USS DONALD COOK (DDG 75), along with division officer tours on USS NORMANDY (CG 60), USS THEODORE ROOSEVELT (CVN 71), and USS NITRO (AE 23).
His shore duty assignments include instructor duty at SWOS DOC from 1998-1999, Placement Officer/Detailer duties at PERS 41 from 2003-2005, the Naval War College, and the U.S. Army’s School of Advanced Military Studies. His previous shore duty assignment was to the OPNAV N3N5 staff as N503 Concepts Branch Head.
His education includes a Bachelor of Science in History from the U.S. Naval Academy and two Masters Degrees in National Security and Strategic Studies from the Naval War College and SAMS.
CAPT Hutchens was the Joint Planning Support Element, Chief of Plans from 2017-2019, and he assumed command of the JPSE in May 2019.
